This is a question from a site visitor with an unusual situation. A dryer outlet exists, but no outlet for the washing machine.

Im assuming that you want to be able to have both the washer and dryer connected and operable. Im not sure why a dryer outlet is present without a circuit for a washing machine Regardless of that, here are some options.
If you can find a way to get a new cable from the panel to the location of the washer, this is the most desirable solution. Nothing is impossible, but due to many factors, it can be an expensive and messy proposition to get a new circuit in to an existing and finished structure. I would consult a good, experienced residential electrician to see if they can help you with a course of action.

The cable for the dryer outlet should be a 103 cable red, black, white, and ground, fed by a 2-pole 30A breaker.
If the cable can be moved to an acceptable location for a small, 4 circuit sub-panel within the room, then you could use this existing cable to feed this sub-panel. Then from the sub-panel you could run another 103 cable to the dryer outlet, and a 142 cable to the new washer outlet. You would then feed the dryer outlet with a 30A 2-pole breaker, and the washer with a 15A, 1-pole breaker from the sub-panel.
You would have to be careful to run only one of the appliances at a time, but should you forget and try both, the breaker feeding the sub-panel from the main panel would and should trip out, reminding you not to do that.
As I mentioned, this is not the best solution, but is a safe option providing that you ensure the breakers and wire sizes are all properly matched, this is a workable solution to your problem.

I wonder if thats my issue as well. My dryer works fine, but wont heat up and after replacing a few parts multiple times, and trying 2 different dryers on the same outlet, which all worked but wouldnt heat up. This CANT be a coincidence, much less very possible. What do you think.
To test the wiring for voltage drop including the dryer cord you would slide out the dryer while leaving it connected, remove the cover on the connection block, and measure the voltages between the two hots and each hot to neutral. Then turn the dryer on high and remeasure the voltages. If there is excessive decrease in any of these voltages, that would indicate a problem in the house wiring or the cord.
To test just the receptacle and the house wiring, you would pull the plug out partway and use the voltmeter on the partially exposed blades of the plug without the dryer on and then with it on.
Dryers usually use 1 leg for the motor 120v and both for the heat element. Verify there is 240v at the outlet. If it was just 1 dryer I would suggest checking the thermal fuse on the heat element. When the air flow gets blocked the thermal fuses open and are cheap to replace 5-10. A inexpensive volt meter can make the measurement depending on the outlet 3 or 4 prong there will be diferent combinations of 120v but only 1 combination will provide 240v.

The 4 wire cord already came with the washerdryer and easy to connect it to the washerdryer. I was just confused as to how to connect the 103 wires coming from breaker to the repceptacle.
The NEC National Electric Code changes ever-so often for your safety, and prevention of home and business electrical hazards. In the 2011 NEC, a GFCI device for personnel was required within 6ft of any tub or sink in a dwelling unit. For the 2014 and 2017 NEC, there needs to be a GFCI outlet installed, whether or not there is a sink or wash tub present, in specific areas. It says8230.
With this said, the NEC doesn8217t say that a 8220washing machine8221 needs to to be on a GFCI, BUT IT DOES SAY THAT THE LAUNDRY AREA MUST HAVE THEM INSTALLED. So in this case, yes, the washing machine would need to be on a GFCI receptacle if in a 8220laundry area8221, which I assume that it would be.
If you are installing a new washing machine with the existing non-GFCI outlet in your laundry room, and the laundry area wasn8217t required when the house was built to have GFCIs installed, then you should be fine for an inspection to pass.
